Extensive grading for development can have serious consequences for aquatic species and habitat. The alteration of topography often makes erosion and sedimentation difficult, if not impossible, to control, and can result in post-construction stormwater management problems as well. The Grading Technical Committee developed a model grading ordinance intended to minimize the impacts of grading on the species covered by the HCP.
