A conservation subdivision ordinance gives developers and landowners the flexibility to cluster development on a portion of the tract while preserving the remaining areas as permanently protected open space. In turn, this conservation-oriented design method promotes reduction of impervious cover and protection of riparian buffers, floodplains, wetlands and significant groundwater recharge areas as permanently protected open space, helping to minimize and mitigate the impacts of development on the imperiled species covered by the HCP.
